The report finds that the available drop between floor and ceiling settles the choice of fitting type before finish or material is considered, and that most ceiling light buying in Britain is reactive replacement of a failed or dated fitting rather than part of a planned scheme. That habit produces homes where each individual fitting is reasonable but the lighting never reads as coherent.
