Most step stool accidents in the home are not caused by height. They are caused by the wrong object being used as a step: a dining chair with a tapered leg, a swivel stool, a stacked box or the edge of a bed frame. A purpose made step stool is a designed load bearing product, and a chair is not.

What the standards actually cover

Above that, BS EN 131 governs step ladders and leaning ladders, including load ratings and the testing regime behind them. BS EN 131 replaced the older BS 2037 classifications for most products sold in the UK, and a modern domestic step ladder should reference it.

The practical use of this knowledge is simple. Before standing on something, look for the standard on the label or the product listing. A stool made and sold as seating carries no such marking, because nobody tested it for a person standing on one edge with their weight offset and reaching sideways. Designing the problem away

The most reliable safety improvement is not a better stool: it is needing the stool less often. This is where storage planning does more than any accessory.

Everyday items belong between knee and shoulder height. Anything above shoulder height should be light, infrequently used and easy to slide rather than lift. Heavy items stored high are the worst combination because they demand both a reach and a controlled lowering, which is when balance is lost.
