Use washers if the plate holes are larger than the screw heads, and stop as soon as the screws are firm. Overtightening strips the thread in timber and gains nothing.
Spin the upper leaf once fitted. It should rotate freely with no grinding. Any resistance now points to a fixing that has caught the moving part or a plate that is not sitting flat.
Stand the base upright and find the centre of the frame top in the same way. If the stool has four rails rather than a solid top, cut a piece of plywood to sit across them, fix it down, and mount the plate to that. The plate needs continuous support beneath it, not four corners hanging over gaps.
Lower the seat onto the base and align the marks, then drill pilots and fix. Take your time with the alignment here: the seat and base are both circular in most designs, and a visible offset will bother you every time you walk past.
Turn the seat through several full rotations. It should move smoothly with a small amount of resistance and no side to side play. Sit on it and rotate again, since load reveals problems that an empty seat hides. Check every fixing after a week of use and again after a month, because bedding in loosens screws slightly.
