Lighting is the category where the purchase price tells you least about the total cost. A fitting that costs little to buy can be expensive to install, expensive to run and expensive to maintain, and the largest long term variable in domestic lighting is not the fitting at all. It is whether the light source can be replaced without replacing the whole product.
No published UK price index isolates domestic light fittings by type, so this report states no figures. What it does instead is set out the cost structure of each fitting type: what the fitting has to do, what installation it demands, and what happens when the light source reaches the end of its life. That is the information that actually governs what a lighting scheme costs a household.
Domestic lighting cost has four components: the fitting, the installation, the running cost and the replacement cycle. Households compare the first and ignore the other three, which is why lighting budgets overrun so reliably.
Installation is the component that varies most. Replacing a pendant on an existing ceiling rose is a short job. Adding a grid of recessed fittings to a plastered ceiling with no access from above means cutting, cable routing and making good, and where a new circuit is required the work becomes notifiable under Part P of the Building Regulations in England and Wales and must be certified. The fitting price is unchanged in both cases. The job is not remotely comparable.
The replacement cycle is the component with the longest tail. A fitting with a replaceable lamp can be maintained for decades. An integrated LED fitting reaches a point where the array or driver fails and the entire product is discarded, including a perfectly serviceable housing and trim. For a single pendant that is a minor issue. For twelve recessed fittings in a kitchen ceiling it is a significant future commitment, and it is worth deciding deliberately rather than by default.

Three choices account for most of the variation in what a lighting project costs. The first is how many circuits the scheme requires. A design with separate switching for general, task and accent lighting gives far better control, but each additional circuit is additional work and, where new, additional certification. Deciding this before any plaster goes up costs nothing. Deciding it afterwards costs a great deal.
The second is dimming. A dimmable scheme needs dimmable light sources, compatible drivers and a dimmer rated for the load, and mismatches between these produce flickering, buzzing or a very limited dimming range. The fault is almost always found after installation, at which point the remedy is replacing either the dimmer or every fitting on the circuit. Confirming compatibility in writing before ordering is the cheapest step available.
The third is fitting depth in recessed applications. Downlights need clearance above the ceiling, and in a first floor ceiling with shallow void or insulation directly above, the available depth may be less than the fitting requires. Plug in lighting sits outside all of this. It requires no installation, no notification and no certification, it can be moved between rooms, and it can be replaced independently of everything else. The constraint is socket position. Portable lighting is only as flexible as the electrical sockets in the room allow, and trailing a cable across a walking route is neither safe nor acceptable in a finished room.
