Shorten bar stool legs by working out exactly how much to remove, marking all four legs from the seat rather than from the floor, and cutting with a fine tooth saw against a clamped guide. Cut a little less than you calculated, then sand down to the final line. Removing too much cannot be undone, and a stool short by two centimetres is no more usable than one that was too tall.

This is the step that separates a level stool from a rocking one. Floors are rarely flat, so a mark measured up from the floor inherits every dip in the surface. Instead, turn the stool upside down on a workbench, and measure your cut distance down from the seat on every leg.
Use a combination square to carry the line around all four faces of each leg, or a strip of masking tape wrapped tightly around a round leg with its edges meeting exactly. The tape both marks the line and reduces splintering as the saw exits.
Check your four marks against each other with a tape or a story stick before cutting. A millimetre of variation produces a stool that rocks. If the stool already sat level, the existing feet are your reference, and measuring an equal distance from them upward is a reliable cross check.
Clamp the stool firmly, protecting the finish with a cloth or offcut under the clamp jaws. Movement mid cut ruins the line.
Use a fine tooth saw, ideally a tenon saw or a Japanese pull saw, which give a cleaner edge than a general purpose panel saw. Clamp a straight offcut alongside the line to act as a guide fence for the saw plate, so the blade cannot wander off square. Cut on the waste side of the line, leaving the line itself intact. Saw with steady strokes and let the blade do the work rather than forcing it, since pressure pushes the cut off line. Score around the line with a marking knife first if the timber is prone to tearing out.
Once all four are cut, stand the stool on a known flat surface and check for rock. Sand the high leg down with a sanding block held flat on the surface, taking small amounts and rechecking often. Then chamfer the fresh edges lightly so they do not chip, and seal the exposed end grain with the same oil or lacquer used on the rest of the stool. Bare end grain absorbs moisture from a kitchen floor and will swell.
Metal takes more care but is entirely manageable. Use a hacksaw with a fine metal blade, at least 24 teeth per inch, or an angle grinder with a thin cutting disc if you are confident with one. Wear eye protection either way.
Hollow tube legs cut easily but deform if the clamp is too tight, so use a padded vice or a piece of timber inside the tube for support. Mark with a fine permanent pen or tape, since a scriber can be hard to see on powder coating.
After cutting, file the edge smooth and remove any burr from inside the tube. Fresh cut steel will rust, so touch in the exposed edge with paint or refit a rubber ferrule that covers it entirely. Ferrules are the neatest finish and are widely available in standard tube sizes, so measure the internal and external diameter before buying.
Legs that flare outward need an angled cut, not a square one, otherwise the stool stands on the edges of its feet rather than flat. Take the existing angle from the current foot with a sliding bevel, transfer it to your cut line, and keep the same angle throughout.
Remember that shortening a splayed leg also narrows the footprint slightly, which reduces stability. Removing a few centimetres is harmless. Removing ten will noticeably change how the stool feels, and at that point a different stool is the better answer.
Never cut a gas lift column. It contains pressurised gas, and cutting it is dangerous as well as destructive. If a gas lift stool sits too high, the cylinder can often be swapped for a shorter one, or the base and column replaced as a unit.
Avoid cutting legs that carry structural stretcher rails close to the floor, since removing length can leave a rail sitting almost on the ground or expose a joint. Check where the joinery sits before marking.
Think twice about cutting anything with tapered or turned legs where the profile changes along the length. The cut end will be a different diameter from the original foot, and the stool can look visibly wrong even when it functions well.

Refit feet last. Rubber ferrules should be a firm push fit, and a hollow tube left open will collect dust and, on a damp floor, hold water against the inside of the leg.
Even with careful marking, small differences remain, and correcting them is straightforward if done in the right order.
Stand the stool on the flattest surface available, ideally a workbench top or a tiled floor rather than carpet. Press gently on opposite corners of the seat to find which leg is proud. The stool will pivot on the diagonal formed by the two longest legs.
Take material off the proud leg in very small amounts, using a sanding block on a flat surface rather than a saw. Sand, check, sand again. Two or three passes usually resolves it, and it is impossible to overshoot the way it is with a saw.
Once level, check the seat with a spirit level in two directions. A seat that is level but rocks means the floor is uneven rather than the stool, and felt pads of differing thickness are the answer there rather than more cutting.
Cutting is permanent, and there are situations where a reversible solution is simply better.
If the stool is one of a set and only some need altering, cutting creates a mismatched group that cannot be undone. Screw in adjustable levelling feet give a range of two or three centimetres and can be reset later.
If the counter itself might change, for instance in a kitchen due for replacement, keeping the stools unmodified preserves their usefulness in the new layout.
And if the shortfall is more than five centimetres, the proportions of the stool will look wrong afterwards even if the height is correct, because the footrest and rails stay where they were.
