For joinery, a mortice and tenon is strongest, but dowels or robust screwed joints with glue blocks are perfectly adequate for a stool. Whatever method you choose, glue and clamp opposite pairs first, check for square, then join the two pairs with the remaining stretchers.
Once the frame is dry, add a top rail assembly or a solid mounting block to carry the swivel plate. This is important: the plate needs a continuous flat surface at least as large as its footprint, because fixing it to thin rails alone puts all the load on a few screws. A square of the same plywood used for the seat, glued and screwed across the top of the frame, does the job well.
Stand the frame on a flat floor and check for rock. If one leg is short, scribe and trim rather than shimming, since a shim will eventually work loose under a swivelling load.
Find the centre of the mounting block by drawing diagonals. Centre the plate on that point, mark the fixing holes, drill pilot holes and screw the lower half of the plate down. Keep the screws short enough that they do not break through the underside of the block.
Then fix the upper half to the underside of the seat, using the same centring method. Check the plate rotates freely before final tightening. A plate that binds usually has one screw slightly proud or a fixing hole that has pulled the plate out of flat, so back off the screws and reseat it rather than forcing it.
Cut the seat blank to shape, whether round, square with radiused corners or a soft rectangle. Round the top edge generously with a router or sandpaper, because a sharp edge under foam wears through fabric quickly and an exposed sharp edge is uncomfortable behind the knee.
For an upholstered seat, bond the foam to the blank with spray adhesive, wrap it in a single layer of wadding, then cover with fabric. Staple the centre of each side first, working outwards and pulling evenly so the weave stays straight. Gather corners into small even pleats on a round seat, or fold them like a parcel on a square one.
Fix the finished seat to the swivel plate last. Sit on it, turn slowly and listen. Any click usually means a screw is contacting the plate rather than a fault in the bearing.
Sand through the grades to 180 or 220 grit, then apply your finish. Hardwax oil suits a kitchen stool because it can be repaired locally when scuffed, while lacquer gives a harder surface but needs full recoating if it wears through. Pay particular attention to the leg ends, which sit where mops and spills reach, and fit felt or plastic glides to keep timber off wet floors.
Building a swivel stool is satisfying and gives complete control over height, seat shape and finish, which is genuinely useful if your counter is an unusual height or you want a specific timber to match a table.
