Lay the two side panels on a flat surface with the inside faces upwards. Mark the positions of the top, base and any fixed shelves on both panels at the same time, using a set square, so the marks match exactly.
Drill pilot holes through the side panels at each marked position. Pilot holes prevent the split ends that ruin plywood and MDF, and countersinking lets the screw heads sit below the surface for filling later.
Apply glue to the end grain of the base panel, position it between the sides, and drive the screws. Repeat with the top. Do not tighten everything fully yet.
Square the box by measuring the diagonals from corner to corner. When both measurements match, tighten the screws and fit the back panel. A 6mm plywood or hardboard back is what keeps the unit square permanently, so glue it as well as pin or screw it, working from one corner outwards.
Horizontal shelves go in first, then vertical dividers between them. That order is easier because the shelves support the dividers during assembly.
Cut the dividers to the exact internal height between shelves. If a divider is a millimetre too long it will bow the shelf, and if it is two millimetres short it will not carry weight properly.
Fix them with glue and screws driven down through the shelf above, or use small blocks and glue if you prefer no visible fixings. Stagger the divider positions between rows if you want cubbies of different widths, which is useful for storing boots in one wider bay.
Consider leaving the bottom row taller and open. That gives you somewhere to put wet boots without lifting them onto a shelf, and it makes cleaning the floor beneath simpler.

For plywood, a clear water based varnish or a hard wax oil keeps the grain visible and is easy to refresh. Seal the base and the inside of the lowest cubby thoroughly, whatever finish you choose, because that is where water will sit.
