A drinks trolley is specified by one measurement above all others: the vertical clearance between its tiers. A standard 750 ml wine bottle stands roughly 30 cm to 33 cm tall, so any shelf gap below that height cannot hold a bottle upright, and a trolley that cannot hold a bottle upright is a side table with wheels.
That single figure explains most of the frustration people have with the category. Trolleys are sold on mobility and used as furniture. Most stand in one place for most of the year and move a handful of times, usually at Christmas or when a room is rearranged for guests.
